2020 Upgrades to
OnCourse Evaluate + SGO

New features will speed up the process of setting correct summative values

In light of disruptions to evaluation cycles caused by the school closures due to COVID-19, the New Jersey Department of Education (“NJDOE”) has modified evaluation requirements for the 2019-2020 school year for all teachers, principals, assistant principals, vice principals, and other certified staff.  Accordingly, updates have been released to OnCourse Evaluate and SGO to make it easy for districts to comply with the new requirements.

SGO and SGP Scores

NJDOE Guidance. Per NJDOE, the SGO and SGP components will not be used in the calculation of any staff member’s summative rating. 

Direction from OnCourse.  In accordance with this, you can now bulk update SGO and SGP scores to “N/A.”  In the Overall tab, simply check the box for all staff members, click the Set Selected to N/A button, then choose the Set SGO to N/A option.  This will set both the SGO and SGP scores to N/A for selected staff.

Tenured Staff in Good Standing

NJDOE Guidance. Per NJDOE, the summative rating for tenured educators in good standing – defined as those whose previous year’s rating was “Effective” or “Highly Effective” – will be marked Not Evaluated (NE) for local and state reporting purposes.

Direction from OnCourse.  You can now set the summative rating for selected staff members to “NE.”  In the Overall tab, click the Set Selected to N/A button, then choose the Set Selected to NE option.  This will populate “NE” in the Summative Rating column for selected staff in the Overall tab and on the Staff Evaluation Submission export.  We also added a new dropdown that allows you to filter the Overall tab by matrix profile.

Non-Tenured/Provisionally Certified Staff

NJDOE Guidance. The NJDOE guidance effectively separates non-tenured staff (which for our purposes also includes staff with provisional certification) into two categories:

  1. Staff with at least two observations completed by the district’s March 2020 closure. Staff in this category must receive a summary conference and a summative rating.  Additionally, the summative rating must be kept locally and, if applicable, be entered into PLRMS.

  2. Staff with less than two observations completed by the district’s March 2020 closure. For staff in this category, districts are instructed to contact NJDOE for more information.  However, our understanding is that NJDOE is advising districts that staff with less than two observations are to be evaluated based on a portfolio rated against the appropriate educator practice instrument.  Please contact NJDOE to confirm the requirements.

Direction from OnCourse.  For both categories, you can continue to use OnCourse to complete the observation and summative evaluation process as you normally would, the only difference being that, where applicable, you will use the teacher’s portfolio in lieu of a live classroom observation.  As a reminder, staff can even attach portfolio items to an observation and/or the summative evaluation.  Once the Annual Conference Form has been completed, the teacher practice score and summative rating score will show for the staff member on the Overall tab and on the Staff Evaluation Submission export.

To reiterate, summary evaluations for non-tenured should proceed as normal. SGO and SGP scores, once set to N/A, will not be calculated and the overall Summative Rating will be based solely on the Teacher Practice score


Certified Staff on a Corrective Action Plan (CAP)

NJDOE Guidance. NJDOE effectively separates certified staff who are on a CAP into two categories:

  1. Staff who had been progressing towards an Effective or Highly Effective rating (as shown by observation scores issued up to this point in the year) and who will be moved back into good standing by the issuance of a summative rating” should apply the guidance provided for nontenured teachers to develop a summative rating for educators described here.

  2. All other educators on a CAP will receive a Not Evaluated (NE) rating for the 2019-2020 school year.

Direction from OnCourse.  For staff trending towards good standing, you can continue to use OnCourse to complete the observation and summative evaluation process as described above for non-tenured staff.  For others, you can enter “NE” as described above for tenured staff in good standing.

FAQs

Q: Will I be able to set a staff member’s SGO score to N/A even if they already have a score populated in the Student Growth Objectives column?

A: Yes.  Although we normally have a safeguard in place that prevents you from changing a staff member’s SGO score to N/A if their SGOs have already been scored, we have changed this for the 2019-2020 evaluation cycle to make it easier for you to comply with the modified requirements.

Q: Will I and my teachers still have access to SGOs that were started in the 2019-2020 school year even after I set their overall SGO score to N/A?

A: Yes. Setting the SGO score to N/A on the overall tab will not affect your or your teachers’ ability to access SGOs for reference or comparison purposes.

Q: Will setting the summative rating to NE affect the teacher practice score?

A: No.  If a teacher’s summative evaluation process has been completed and the teacher therefore has a score populated in the Teacher Practice column, setting the summative rating to NE will not affect the teacher practice score.

Q: Will I and my teachers still have access to classroom observations and completed summative evaluations after I set the summative rating to NE?

A: Yes.  Setting the summative rating to NE will not affect your or your teachers’ ability to access their observations and evaluations.
